Legal literacy provides protection in the event of misconduct of power engineers. In this section we introduce you to the so-called "protection tools" as well as share information about your responsibilities since civilized relations require compliance with the law on all sides.

The legal framework of the Kyrgyz Republic has sufficient grounds to provide consumers high-quality and uninterrupted electricity supply. It defines the mechanisms and responsibilities of the parties and provides all the tools for the protection of consumer rights.

Power quality when requesting interconnection

The request for connection must contain information on the use of electrical receivers that affect the quality of electrical energy and (or) require the selection of special means of commercial accounting.

Ensuring customer quality requirements are met

In order to ensure reliable, economical and safe operation of electrical equipment, the consumer must:

  • In cases when the consumers’ electrical installations affect the quality of electrical energy, the consumer should produce continuous, periodic or episodic monitoring of electrical energy quality indicators at the border of the property of the parties in accordance with the Agreement

Compensation of material damage by the consumer

The consumer should compensate for material damage in accordance with the legislation of the Kyrgyz Republic when it is:

  • caused by the operation of electrical equipment that affected the quality of electrical energy and led to the licensee’s failure to comply with the terms of the Agreement with other consumers.

Power Quality Registration Procedure

The consumer has the right to:

  • Record the occurrences of interrupted electricity supply or deviations of quality indicators from those specified with the requirements of the legislation of the Kyrgyz Republic, as well as the resulting material damages;
  • The act is signed by the consumer and a representative from the supplier or the state authority on energy issues within 6 hours after the interrupted electricity supply. The consumer can write a notification along with three other consumers who are fed by the same line.

Compensation from the supplier

The consumer has the right for compensation from the supplier in full due to damage caused by:

  • stopping the electricity supply that does not meet the requirements of subparagraph 2 of paragraph 5 of this Agreement
  • Untimely or unskilled work.

Where to go for power quality issues

The consumer has the right to apply for execution by the supplier of the terms of this Agreement to state bodies and public organizations.
